Understand the Pennsylvania CDL Licensing Process

Use this general overview to prepare your questions. Your license pathway and personal circumstances determine the requirements; official PennDOT and FMCSA guidance takes priority.

01

1. Check the license pathway and eligibility

Start with PennDOT’s commercial driver information. Requirements depend on the vehicle and intended operation. Confirm identity, residency, age and existing-license requirements with PennDOT. This overview does not determine individual eligibility or which license classes CDL High School offers.

02

2. Understand the commercial learner’s permit

A commercial learner’s permit, or CLP, precedes CDL skills testing. Complete the required application and knowledge testing for your pathway. PennDOT’s CDL FAQ states that skills testing cannot occur until 15 days after passing the knowledge test and receiving the permit. Follow Pennsylvania’s current rule rather than assuming that the federal 14-day minimum is the state timetable.

03

3. Check self-certification and medical requirements

You must identify the applicable commercial driving category. Medical certification requirements depend on that category and any applicable exceptions. PennDOT’s medical FAQ describes electronic reporting from FMCSA’s National Registry to PennDOT, effective June 23, 2025. Follow the current official instructions for your circumstances; do not upload medical documents to this school’s inquiry form.

04

4. Confirm whether ELDT applies

Federal entry-level driver training rules generally apply to first-time Class A or B applicants, upgrades from Class B to A, and first-time passenger, school bus or hazardous materials endorsements, subject to exceptions. Required training must be completed with a provider listed on FMCSA’s Training Provider Registry before the applicable test. For hazardous materials, the required training precedes the knowledge test; other covered pathways require it before the relevant skills test. This is general guidance, not a list of our school’s offerings or a claim that our school is registered.

5. Plan for required testing

PennDOT describes CDL skills testing in vehicle inspection, basic vehicle control and on-road driving. Check the tests, permit holding period and scheduling requirements for your pathway directly. This website does not claim that CDL High School provides authorized testing or issues licenses.

Use official sources and ask school-specific questions

Read the official links below, then ask us what the current training includes and what remains your responsibility. Rules and individual requirements can change. Guidance reviewed October 25, 2026; verify current official information before acting.
